We believe the best way to understand and protect the Ocean is to learn to work in symbiosis with it. We want to demonstrate that it is possible to adapt to climate change and rising sea levels, without fighting or fleeing the sea. We propose a new form of symbiotic collaboration with the Ocean to transform constraints into opportunities. We want to contribute to the resilience and thriving of vulnerable communities and all the Ocean dwellers.​
The initiative led by Indigo Civilization presents a transformative response to the global challenges of climate change, resource scarcity and sea level rise, with a focus on vulnerable island and coastal communities: 410 million people impacted by sea level rise only and by 2100 according to the World Economic Forum. While these territories face acute risks, they also constitute unique potential opportunities thanks to the gradual expansion of a symbiotic and sustainable blue economy, benefiting all stakeholders and all living beings.

The proposed adaptation and sustainable development solution is the Smart Offshore Ecosystem (SOE), which brings together modular, floating and biophilic infrastructures, and anchored beyond the coasts and lagoons, within territorial waters, to mitigate anthropogenic pressures on these fragile ecosystems.

While these territories face acute risks, they also constitute unique potential opportunities thanks to the gradual expansion of a symbiotic and sustainable blue economy, benefiting all stakeholders and all living beings. The proposed adaptation and sustainable development solution is the Smart Offshore Ecosystem (SOE), which brings together modular, floating and biophilic infrastructures, and anchored beyond the coasts and lagoons, within territorial waters, to mitigate anthropogenic pressures on these fragile ecosystems.
Thanks to the cold, nutrient-rich deep waters, SOEs serve as adaptive platforms aimed at food and energy self-sufficiency, the socio-cultural resilience of the local community, economic diversification based on a blue economy strategy, and the territory’s adaptation to climate change. SOEs intelligently combine mature and emerging solutions, anthropogenic and natural, such as Ocean Thermal Energy or Marine Permaculture, to create new biophilic and viable synergies.

As a pioneer in sustainable development for the past two decades and with a fully protected lagoon covering nearly 600 hectares, the island of Bora Bora, in French Polynesia, represents an exceptional opportunity. Its cultural heritage, its vast maritime space and its unique innovation strategy make it an ideal laboratory for experimentation.

Initiated by Indigo Civilization, a French non-profit organisation recognised as being of public-interest, our methodology combines scientific innovation, cultural respect and collaboration between non-profit and commercial organisations. Indigo Civilization brings together and coordinates an international network of multidisciplinary expertise to co-create, test and validate models that are viable and replicable worldwide. From concept to operational implementation, Indigo Civilization safeguards the interests and ensures the buy-in of all stakeholders: investors, public authorities, local community and biodiversity.

Our solution is based on four pillars: preserving natural heritage, improving the well-being of communities, achieving economic autonomy and becoming an eco-exemplary model for other vulnerable territories around the world. Our action aims to pave the way for a new human-ocean relationship, turning existential threats into opportunities and contributing to 9 of the United Nations' Sustainable Development Goals.
